Why can't I rebuild right after my wall/foundation was destroyed?

When a building piece is destroyed, it leaves debris on that spot for a short time. While it's there, you can't place a new piece - you'll see "Construction blocked: X sec" with a countdown. Wait until it clears (about 30 seconds) and build again. For walls and other supported pieces, the debris can clear earlier once the pieces that supported it are gone.
